Because of emergency power cutbacks in the middle of rush hour Japan Railways cut the number of trains way back and they are extremely overcrowded.
It was so crowded my friend couldn’t get off the train at his stop and ended up being carried on to Chiba prefecture. He’s trying to get back from there to Tokyo now.
